US Patent No.; 9,918,911 B2; L'Oreal, Paris, has patented a meta-stable cosmetic composition that is comprised of at least one water-in-oil emulsifier having a hydrophilic-lipophilic balance (HLB) of less than 6; at least one non-ionic oil-in-water emulsifier having an HLB of greater than 9; at least one ionic surfactant; and at least one care active ingredient. The weight ratio of the non-ionic oil-in-water emulsifier to water-in-oil emulsifier is from 0.3 to 0.5....
